Finding a patch of weeds in a garden is not a reason to be alarmed. It is but a common incident to find some unwanted wild plants growing amongst your flowers every now and then. You can just weed them out if they pose too much of a threat. However, this is not the case with the Japanese knotweed. Weeding them out as well as completely eradicating them from your little green patch is one big challenge.</p>

<p style="text-align: justify;">The single characteristic that makes this plant very hard to control is because of its underground stem system, or rootstock, which has the ability to produce new plants. A small part of the rootstock, one weighing 0.7 grams and as big as the nail of your little finger, is a viable plant and very much capable of growing into a four foot plant by the end of the summer.</p>
<p style="text-align: justify;">If you think you can easily get rid of them using the usual weeding implement that you use well then think again. The root of this pesky plant can grow three meters in the ground. Yes, that&#8217;s almost ten feet deep into the soil. Not only that, they can grow to up to seven meters horizontally. And no, the frost won&#8217;t be able to kill them. The rootstock can survive subzero temperatures as well as tolerate a wide range of soil and weather conditions.</p>
<p style="text-align: justify;">There are basically two ways that you can approach Japanese knotweed removal: the use of herbicides and the less aggressive way of controlling it which is through a systematic method of killing the weed through natural means. If you want to get the best result you must use a technique which targets the roots since these are the most viable part of the plant.</p>
<p style="text-align: justify;">The most effective herbicide to use for the complete riddance of Japanese knotweed is glyphosate. This is a broad spectrum herbicide which is used to kill perennial weeds. It is usually sprayed to the plant and the leaves readily absorb it. It can also be injected into the trunk of the plant. It works by inhibiting the enzyme production of the plant. Take note that it is only effective in plants growing actively and its effects are insubstantial as a pre-emergence weed control.</p>
<p style="text-align: justify;">But before you decide on using glyphosate, or any other chemical for that matter, you have to be aware of the risks and other considerations. First concern is if your garden, especially the patch of Japanese knotweed, is located near a body of water. In the UK, consent is required from the Environment Agency if you will be using herbicides near waterways. Also, health and safety issues must be considered. Herbicides must be used as per label instructions if not it is deemed as an offense.</p>
<p style="text-align: justify;">If you choose the natural way of eliminating the invasive Japanese knotweed for good, be ready for a long and arduous process. This is the way to go if you are dealing with just a small patch such as the one you found in your garden since it doesn&#8217;t involve chemicals. Just remember to dispose of the plant accordingly. Regular pulling will eventually weaken the rootstock and kill the plant, but this can take years. Cutting can also be done. Just be sure to collect all the cuttings after, dry them out and burn them, or you can have them disposed in a licensed landfill.</p>

<p style="text-align: justify;">PARTICIPANTS</p>
<p style="text-align: justify;">A wide variety of participants is needed to launch a successful Neighborhood Watch program. In this section necessary participants are listed, along with a description of the kind of support needed from each. As many of you know, implementing a community-based project requires the interest, cooperation, and support from many people. But the end result is definitely worthwhile!</p>
<p style="text-align: justify;">Increasing the safety of a neighborhood benefits everyone from children and parents, to local businesses. Not only does reducing crime in an area increase everyone&#8217;s quality of life, but it can also help increase property values.</p>
<p style="text-align: justify;">CHAMBER OF COMMERCE:</p>
<p style="text-align: justify;">The local Chamber of Commerce is the ideal organization to coordinate the program. They should be asked to help build interest in the program by announcing the program to its members at meetings, and running press releases in newsletters or membership mailings. (Be sure to check the press release section for samples). The Chamber of Commerce should also be requested to act as liaison between their members and the local Police Department. They will need to schedule with the Community Relations Officer of the Police Department a time to come and talk to their members, (more than one meeting may be necessary). Once the program is started, Chambers collect and keep track of participants and schedule training sessions, and issues certificates of completion to participants (a nice touch!). In addition to training, signage and print material are needed. The Chamber can contract one of their members to make the magnetic signs and order the cling stickers with the imprinted logos, and print flyers. Other tasks that Chambers can perform to increase the success of the program is to create a list of target participants, send flyers to these targeted businesses and individuals, and alert media sources.</p>
<p style="text-align: justify;">POLICE DEPARTMENT:</p>
<p style="text-align: justify;">The Police department will provide a Community Relations person to explain to participants the need to report crimes and what is actually a crime. They will explain that if someone cuts you off on the Highway it is an unfortunate situation but not a crime and to limit phone calls to important things. Most importantly, they will explain that the participants are the eyes and ears of the Police, not vigilantes. The Police will also ask participants to have the police departments phone number programmed into their cellular phones and to only use the 911 feature only for accidents involving injuries and very serious situations. The Police department will also give certificates to participants once they have completed the seminar, which will be signed by police chief or local Community Relations Officer.</p>
<p style="text-align: justify;">CITY HALL:</p>
<p style="text-align: justify;">City Council members will very likely endorse the project at a city council meeting and give a proclamation to the President of the Chamber of Commerce for the Chambers and local businesses service to community. Most cities can allot at least $2,500.00 towards the project for the signage. Donations for the remainder can often be obtained from large companies in the area. By announcing it at a city council meeting the program will receive the publicity it needs to get quality participants.</p>
<p style="text-align: justify;">MEDIA SUPPORT:</p>
<p style="text-align: justify;">Local Radio stations are very supportive of the community. Request that they play public service announcements. Also, you will find that local newspapers will place flyers in the papers to announce the project, local cable stations will film participants driving down the street and interview seminar participants.</p>
<p style="text-align: justify;">ORGANIZING CHAIRPERSON:</p>
<p style="text-align: justify;">This will be the person who keeps all the different groups happy and coordinates the program. It is best to have a prominent volunteer type individual for this, someone who is already known for their community involvement; maybe even sits on a few non-profit boards and municipal committees. Someone everyone likes. The Chairperson will be in charge of making great quotes in the media, organizing participants and volunteers and scheduling meetings. Follow ups, thank you letters and personal invitations. Also keeping track of all the events and making agendas and cooperating with neighboring cities who follow this plan later. Other responsibilities include interfacing with non-profit groups to make sure they can participate, and contacting Board of Realtors, Rotary, Kiwanis, Optimist, Lions, Elks, clubs etc. In short, an ombudsman to council people, Mayor and city manager.</p>

<p>Once kids are able to talk, you can begin teaching them some basic safety essentials.</p>
<p><strong>At Home</strong></p>
<p>1. Teach your children their full names, address, and home telephone number. Make sure they know your full name.</p>
<p>2. Make sure your children know how to reach you at work or on your cell phone.</p>
<p>3. Teach your children how and when to use 911 and make sure your children have a trusted adult to call if they&#8217;re scared or have an emergency.</p>
<p>4. Instruct children to keep the door locked and not to open the door to talk to anyone when they are home alone. Set rules with your children about having visitors over when you&#8217;re not home and how to answer the telephone.</p>
<p>5 Choose babysitters with care. Obtain references from family, friends, and neighbors. Once you have chosen the caregiver, drop in unexpectedly to see how your children are doing. Ask children how the experience with the caregiver was and listen carefully to their responses.</p>
<p><strong>On the Net</strong></p>
<p>1. Learn about the Internet. The more you know about how the Web works, the better prepared you are to teach your children about potential risks. Visit NetSmartz.org for more information about Internet safety.</p>
<p>2. Place the family computer in a common area, rather than a child&#8217;s bedroom. Also, monitor their time spent online and the websites they&#8217;ve visited and establish rules for Internet use.</p>
<p>3. Know what other access your child may have to the Internet at school, libraries, or friends&#8217; homes.</p>
<p>4. Use privacy settings on social networking sites to limit contact with unknown users and make sure screen names don&#8217;t reveal too much about your children.</p>
<p>5. Encourage your children to tell you if anything they encounter online makes them feel sad, scared, or confused.</p>
<p>6. Caution children not to post revealing information or inappropriate photos of themselves or their friends online.</p>
<p><strong>At School</strong></p>
<p>1. Walk the route to and from school with your children, pointing out landmarks and safe places to go if they&#8217;re being followed or need help. If your children ride a bus, visit the bus stop with them to make sure they know which bus to take.</p>
<p>2. Remind kids to take a friend whenever they walk or bike to school. Remind them to stay with a group if they&#8217;re waiting at the bus stop.</p>
<p>3. Caution children never to accept a ride from anyone unless you have told them it is OK to do so in each instance.</p>
<p><strong>Out and About</strong></p>
<p>1. Take your children on a walking tour of the neighborhood and tell them whose homes they may visit without you.</p>
<p>2. Remind your children it&#8217;s OK to say NO to anything that makes them feel scared, uncomfortable, or confused and teach your children to tell you if anything or anyone makes them feel this way.</p>
<p>3. Teach your children to ask permission before leaving home.</p>
<p>4. Remind your children not to walk or play alone outside.</p>
<p>5. Teach your children to never approach a vehicle, occupied or not, unless they know the owner and are accompanied by a parent, guardian, or other trusted adult.</p>
<p>6. Practice &#8220;what if&#8221; situations and ask your children how they would respond. &#8220;What if you fell off your bike and you needed help? Who would you ask?&#8221;</p>
<p>7. Teach your children to check in with you if there is a change of plans.</p>
<p>8. During family outings, establish a central, easy-to-locate spot to meet for check-ins or should you get separated.</p>
<p>9. Teach your children how to locate help at theme parks, sports stadiums, shopping malls, and other public places. Also, identify those people who they can ask for help, such as uniformed law enforcement, security guards and store clerks with nametags.</p>
<p>10. Help your children learn to recognize and avoid potential risks, so that they can deal with them if they happen.</p>
<p>11. Teach your children that if anyone tries to grab them, they should make a scene and make every effort to get away by kicking, screaming, and resisting.</p>

<p>Some neighborhoods have very well organized groups and some don&#8217;t. You will soon find out which you are in if you just moved to a new area. If you are a pioneer and have purchased a fixer upper in an old neighborhood then you need community support. The move closer to your city center has a ton of charm and beauty and some other issues that you don&#8217;t want to deal with alone. If you can band together with your neighbors you will get a sense of safety, hope and community togetherness.</p>

<p>Get out and talk to people to see if there is any type of neighborhood association. If you want to improve the area you just invested in, you can&#8217;t do it alone. Most likely you will run into a lot of other people that are doing the same thing. They are tired of the driving from the suburbs and sick of strip malls and boring houses. Those old neighborhoods have interesting and charming houses. The streets are wide with huge old oaks and other established growth. If you have a group of homeowners that are fixing up houses you can swap stories and advice.</p>
<p>One way to get people wore involved is by giving yourself an identity. If you do have a neglected neighborhood organization they will probably be happy for the fresh interest. Get a little paper started with info and articles. Create a logo that includes your area name. Most neighborhoods have names. You can start using that name on some promotional products. The first issue of your newsletter will be hand delivered and hung at each house. Put an application to join the association or club inside. Have your association website listed so that people can join up online. You get them to pay a small amount of yearly dues and they can go on the online information network. This is the best neighborhood watch ever. It is instant information.</p>
<p>The newsletter will generate a little more money by the sale of ads for local businesses. That will keep it going and could possibly cover the initial cost of a new promotional shirt that bears the community logo and name. You could include a t-shirt in the cost of yearly dues as an option. If someone has clothing that is claiming the neighborhood it gives them pride. You also want to cover any website costs. The idea of being able to contact your neighbors any time through e-mail is really good. If someones dog gets loose they can tell people to keep an eye out. If someone was seen jumping the fence at another house then the whole neighborhood can know about it too.</p>
<p>All of these things together will begin to build a lovely connected community that will feel like home. It is up to you and your neighbors to make your association work for the community.</p>
